After you reach level 20 in Pokemon Go, all your eggs will hatch with Pokemon in level 20. To know if the Pokemon you hatch from your eggs have 100% Individual Values, you can use this picture.

If you dont know what IVs are, it is hidden stats that each Pokemon you capture has: Attack: 0-15, Defense: 0-15 and Stamina: 0-15. If your Pokemon got 15 on all, the Pokemon has an IV score of 100%. If you want to check out your Pokemon's Iv, you can use: Pokeassistant.
